U.S. v. City of Philadelphia, et al. - The Trump Administration sued the City of Philadelphia over certain provisions of Bill 260060. Specifically, the government challenges provisions that prohibit federal officers from wearing facial coverings, requiring them and their vehicles to display identifying information, and imposing civil penalties for violations. The government alleges the enacted law unconstitutionally regulates and interferes with federal law enforcement. On July 2, 2026, the court preliminarily enjoined Bill 260060. The court held that the government had pre-enforcement standing and was likely to succeed because Philadelphia was attempting to directly regulate how federal officers perform federal duties, which the court concluded was constitutionally barred. On August 24, 2026, the government amended its complaint to challenge certain provisions of Philadelphia Bill 260059 (the “Non-Intervention with Respect to Immigration Enforcement” ordinance), which became effective July 6, 2026. The government is challenging the provision in the ordinance that prohibits city agencies and employees from stopping, arresting, or continuing to detain someone who is otherwise eligible for release or free to leave based on an immigration detainer, an administrative warrant, information or suspicion that the person is unlawfully present in the United States, or suspicion that the person has committed an immigration violation. The federal case is ongoing.
