ILRC Comment Opposing Proposed USCIS Change of Address Form

On June 24, 2026, the ILRC submitted a comment opposing proposed changes to the USCIS change of address Form AR-11. The agency proposed to start collecting information about a person’s employment, schooling and any receipt of a means tested benefit. The ILRC opposes the use of a routine change of address form as a data grab to feed the Trump administration’s mass deportation scheme and to intimidate immigrants into not accessing benefits for which they are eligible. If implemented, these changes will add nine pages to the form and will turn the form from straightforward to complex, which will place a high burden on immigrant completing the form and their legal representatives.
